Its FAQ says paint, carpet and in-kind fixture replacement in the same position generally do not require a building permit. Plumbing-permit work must be performed by a plumber recognized by the town.

The FAQ gives a typical review time of 7 to 10 business days and up to 15 during peak building season. Treat that as town guidance, not a promise for a specific application.

What should Brighton and Henrietta owners check?

Brighton uses its Building and Planning Department and OpenGov application process. Henrietta’s residential application records alteration work, plumbing, heating and ventilation work, cost and inspections. Is Fairport the same as Perinton?

No. The Village of Fairport sits within the Town of Perinton and has its own building code administration. Confirm whether the property is inside village limits before choosing a form.

Perinton’s interior-remodel guidance requires a permit when walls or openings change, plumbing fixtures move, or electrical circuits are added or modified. It says like-for-like cabinets, counters, flooring and fixtures in the same position typically do not require that building permit. Historic designation can create another review through the Historic Architecture Commission.

Plan lead-safe work before opening painted surfaces

Paid renovation that disturbs paint in qualifying pre-1978 housing can fall under the federal Renovation, Repair and Painting rule. Rochester also has local lead rules for certain rental properties, with changes taking effect in 2026.
